eRc is documenting the manner in which Public Hearings are being carried across the country for various categories of Projects. The objective is to examine whether the procedure as laid down in the EIA Notification 2006, with amendments in 2009, is being followed by the State Pollution Control Boards and whether any trends can be identified in the illegalities and irregularities. The Project also looks at the problems faced by people in effectively participating in the public consultation process. The study will be used to formulate a set of policy recommendations for the Ministry of Environment and Forests on what improvements can be made in the process.
A questionnaire was prepared and circulated amongst civil society groups and project affected persons which covered the legal requirements that need to be met before, during and after a public hearing.
